Kadyrov assures Hammarberg that he does everything possible in Chechnya to find missing people

The Chechen leadership does everything possible for establishing the whereabouts of the people, who had disappeared or had been kidnapped in the course of counterterrorist operations (CTOs). This was stated by President of the Chechen Republic Ramzan Kadyrov during his meeting with Thomas Hammarberg, Commissioner of the Council of Europe for Human Rights.

The "Caucasian Knot" has reported that Mr Hammarberg came to Chechnya on September 7.

The "Interfax" was informed at the press service of the President and Government of Chechnya that Thomas Hammarberg shared his impressions with Kadyrov about the republic, meetings with human rights activists and relatives of missing persons. Mr Kadyrov has noted that this problem needs a complex approach and a whole range of measures.

Ramzan Kadyrov told about the situation in Chechnya, the state of things with safety, and actions of law enforcement bodies towards prevention of terror acts and other grave crimes committed by the remaining militants. This work, according to his story, is productive. In the latest time, they managed to neutralize a whole "group of especially dangerous criminals", who had been trained under direction of foreign mercenaries.

"If you ask me, as the head of the republic and as a true Moslem, I'd respond that I do everything for making Chechnya an example for the whole global community, to make life here still better, and to respect human rights better than anywhere else. We try to do it; and we see that we have results," the President of Chechnya reported.

Yesterday, at a meeting with Mr Hammarberg, Public Prosecutor of the Chechen Republic Mikhail Savchin stated that the "criminality coefficient", as taken per capita, is two-three times lower in Chechnya than in the regions of the Russian Federations.

Thomas Hammarberg has noted that the European Court on Human Rights now has over a hundred cases with complaints of Chechen residents on inactivity of the authorities in searching their relatives, who had disappeared in the course of two military campaigns. Over 5000 persons are registered as missing, as the IA "Regnum" was informed by the press service of Chechen President.

"In the opinion of their relatives, the search work by law enforcement bodies is insufficient," said the EU Commissioner. According to his story, broad public resonance was aroused by the murder of human rights defender Natalia Estemirova and employees of the humanitarian organization "Let's Save the Generation" Zarema Sadulayeva and Alik Dzhabrailov. He called to strain every effort towards solving these crimes.

Mr Savchin answered that on the murders of Estemirova, Sadulayeva and Dzhabrailov "particular work is underway, but so far we cannot name the executors and customers of these crimes."

"Analysis of the latest crimes shows that members of bandit formations try to draw attention of the West and destabilize the situation in the republic by means of both resonant murders, and liquidation of peaceful residents by means of terrorists-suicide bombers," the Public Prosecutor has noted.

The СЕ Commissioner was also interested in use of unlawful methods of inquiry to suspects. Such data, according to Mr Savchin, in most cases have nothing to do with reality. "So far, it's still early to state the safe situation in this sphere. Especially it concerns abuse of service powers by some dishonest law enforcers. We immediately get rid of such employees," he has explained.
