Ex-head of President's administration disapproves Evkurov's methods of fighting corruption

The reason of dismissal of Ibragim Tochiev, head of the administration of the President of Ingushetia, after only four months in this position, could be in his disapproval of President Evkurov's initiative, under which all materially accountable servants were forced to write applications on dismissal on their own will with an open date.

On March 26, a written order was sent to all organizations and establishments of Ingushetia, heads of city administrations, districts and settlements to dismiss all chief accountants and deputy heads of these organizations, as well as heads of divisions. The order was signed by Tochiev's boss and demanded that all the officials in the above posts should have submitted dismissal applications without date indication before 3:00 p.m. on March 27.

Under the President's idea, such applications would simplify dismissal of dishonest bureaucrats, the "Kommersant" newspaper writes today. According to paper's sources, this Evkurov's initiative was not approved by the head of his administration.

Mr Tochiev himself explained his retirement by an intention "to switch to some other job." "I've retired on my own will; I had no conflicts with President, and we have normal relations," said Tochiev and added that, most likely, his new job will be in some other region.

However, according to the edition, Tochiev still had certain disagreements with President, and the reason was just in the methods of fighting corruption. Ibragim Tochiev disapproved the method of fighting corruption among bureaucrats proposed by Evkurov, saying that under the law forbids requesting resignation applications with an open date. The paper writes that this was also the opinion of human rights activists; as a result, President Evkurov had to cancel his anticorruption order.
