"Vlast" Magazine: aggravated situation in Ingushetia may have financial roots

Apart from political reasons, the aggravated situation in Ingushetia may also have financial ones. This conclusion was made by Musa Muradov, correspondent of the "Vlast" (Power) Magazine, who has associated with residents of the Republic.

According to Magomed Mutsolgov, head of the "Mashr" Ingush human rights organization, in spite of the fact that "sometimes they shoot and kill" in the Republic, the number of those who wish to come to serve here does not go down. "The point is that employees who are sent here earn quite a lot. For comparison: at regular service the average monthly salary of the operative worker at the militia district department makes about 10-15 thousand roubles, while of those who are sent to Ingushetia - 30-40 thousand roubles. Plus per diems, bonuses for combat operations and other payments. Militiamen don't have this money even in the rich Moscow, let alone Russian provinces," the human rights activist said.

According to other interlocutors of the author of the article, many combat operations, in particular, storming of the houses, where militants are allegedly hiding, are actually undertaken without any necessity, just because participation in a storm is regarded as participation in a combat operation and under special tariff.

Ordinary searches are also profitable, the correspondent remarks: after them usually money and jewelleries disappear from houses, and Ingush human rights activists can present particular examples.

Blockposts are still profitable places, the author of the article remarks. For example, to get the job at the blockpost "Kavkaz" located in Ingushetian-Chechen border, one should pay 5,000 US dollars. Militiamen themselves told about it, noting that afterwards one may regard himself a well-supported person: every car has to pay for the passage, and the highway is rather busy.
