Court re-sentences Dagestani law enforcer to imprisonment for torture
The Supreme Court (SC) of Dagestan has for the second time considered the case of Artyom Magomedov, the head of the Rutul ROVD (District Interior Division), accused of beating a detainee and again replaced his conditional sentence with a real imprisonment.
The "Caucasian Knot" has reported that in October 2022, the Akhtynsky District Court sentenced Artyom Magomedov to four years of conditional imprisonment, finding him guilty of abuse of powers with the use of violence and beating up detainees. In February, the Dagestani SC replaced his conditional imprisonment with a real one. After the verdict was announced, he fled and was put on the wanted list.
According to investigators, Magomedov beat up his brother, Efendi Alimov, one of the four suspects in the case of arson of the district administration building. In February 2018, on the basis of personal hostile relations, he entered his brother's house and, threatening with a weapon, took him to the division of the Ministry of Internal Affairs (MIA), where he held him.
At the new consideration of the case, the SC has again changed the verdict of the district court into a real prison sentence.
The "Caucasian Knot" has reported that the administration building was burned down in Rutul at night on September 14, 2017. The suspects were arrested in November 2017. Their relatives claimed that drugs and ammunition were planted on them during the detention. Efendi Alimov's defence claimed that he slandered himself and other suspects under torture, but investigators then stated that the information about torture was not confirmed.
