Dagestani native complains about ineffective investigation into case on torture

Alimpasha Amaev, a 77-year-old resident of Germany, complained that it took nine years for investigators to bring to court a case on torture he had been subjected to by law enforcers in Khasavyurt in 2006. The case of another native of Dagestan, who was tortured together with Alimpasha Amaev, remains not investigated, Vladimir Osechkin, the head of the “Gulagu.net” reports today.

Alimpasha Amaev, a 77-year-old native of Dagestan, addressed human rights defenders and spoke about the torture and violence to which Dagestani law enforcers subjected him and another native of Dagestan in 2006, Vladimir Osechkin said. “He appealed to us due to the fact that the criminal cases [on torture] have not yet been investigated, and the guilty persons have not been convicted,” said Vladimir Osechkin as quoted by the “Kavkaz. Realii”* today.

The head of the “Gulagu.net” has also added that the human rights defenders will represent the Alimpasha Amaev’s interests in further proceedings and are ready to seek the resumption of the investigation into the criminal cases.

In a video interview posted on July 21 on the “Gulagu.net” channel in YouTube, Alimpasha Amaev said that in April 2006 he was detained on suspicion of kidnapping a Dagestani resident for ransom. After the Alimpasha Amaev had been detained and brought the police department, law enforcers repeatedly beat him and subjected him to violence, forcing him to confess to the crime.

The “Gulagu.net” also posted a decision dated May 18, 2006 and issued by an investigator of the Prosecutor’s Office of Dagestan on recognizing Amin Isaev as a victim, who, according to the document, was beaten and tortured with a gas mask by law enforcers on May 9, 2006.
