In Dagestan, over 2000 people attend funeral of killed former village head

Over 2000 people came to the funeral of Abakar Kaplanov, the former head of the Novokuli village, who was killed at a police station in Makhachkala, villagers say. According to their version, the conflict, which ended in the murder, relates to a land dispute and personal hostility.

The "Caucasian Knot" has reported that on February 6, Abakar Kaplanov was shot dead at the police station in Makhachkala. Two fighters of the National Guard of Russia were detained on suspicion of the murder.

A resident of the Novokuli village said that Abakar Kaplanov enjoyed authority among the villagers and made attempts to solve local problems. According to the villager's version, the murder of Abakar Kaplanov could be the result of the long-run conflict between him and two fellow villagers.

On May 7, 2019, several hundred people took part in a protest action near the village of Novokuli. They stated that no land plots were allocated to the families of internally displaced persons (IDPs). The protestors demanded from the authorities to take into account their interests when allocating the land plots.

Another resident of Novokuli called Abakar Kaplanov a good man who strove to make the life of the villagers better. The man associated the conflict between Abakar Kaplanov and the fighters of the National Guard of Russia with the land allocation issue. According to the villager's information, the Kurbanov brothers fenced off a land plot, but Abakar Kaplanov did not allow the use of the land.
