A case on torture of an Ingush resident entrusted to new investigator

The Investigating Department for Kabardino-Balkaria of the Investigating Committee of the Russian Federation (ICRF) has taken control over the investigation into a complaint of torture used by law enforcers against Rustam Kuchmenov, a resident of Nalchik, the Committee Against Torture reports.

The "Caucasian Knot" has reported that Rustam Kuchmenov complained to rights defenders against the law enforcers who tortured him with electric current after his detention in 2017. None of five law enforcers, identified by the man as his torturers, was removed from office, the Committee Against Torture reports. In total, according to the victim, there were nine law enforcers who tortured him.

According to the Committee Against Torture, starting from this March, the investigation into the case is being delayed.
