Three men complain of torture after their detention in Anapa
Tigran Grigoryan, Artyom Beglaryan and Grigory Achkasov have appealed to rights defenders with a complaint of torture, under which Anapa law enforcers forced them to sign acknowledgements of guilt.
According to the complainants, they were beaten and tortured with electric current after their detention in December 2015. Tigran Grigoryan, Artyom Beglaryan and Grigory Achkasov argue that under torture they were forced to confess to robbing an elderly couple.
After his detention, Artyom Beglaryan filed a complaint to the Prosecutor's Office, and in February 2016, an investigation was launched to verify his complaint of torture. However, investigators refused to institute a criminal case. Similar decisions were made concerning the complaints filed by Grigory Achkasov and Tigran Grigoryan. In July 2016, all three men were found guilty of robbery and sentenced to imprisonment.
The rights defenders have launched their own investigation. They intend to secure that the investigators will properly verify the complaints of torture, since in the period from May 2017 to January 2018, seven persons had already complained of abuse committed by law enforcers in Anapa under similar circumstances.
