Kalyapin treats decision of Prosecutor's Office on attack in Grozny as formal

The attackers in Chechnya of Igor Kalyapin, a member of the Human Rights Council (HRC), will not be prosecuted. This is the opinion of Igor Kalyapin himself, supported by Varvara Pakhomenko, an analyst at the International Crisis Group (ICG).

The "Caucasian Knot" has reported that the Chechen Prosecutor's Office had quashed the investigators' refusal to open a criminal case on the attack on Igor Kalyapin, and sent the materials for an additional check.

On March 16, Igor Kalyapin, a member of the Presidential Human Rights Council and the leader of the Committee for the Prevention of Torture, was attacked near the "Grozny City" Hotel, from where he was evicted. According to an eyewitness, Igor Kalyapin was attacked by about 15 people, who knocked him down, threw about 20 eggs on him, and then dust him with flour and poured with green antiseptic.

The decision made by the Prosecutor's Office is just formal, said Igor Kalyapin, a member of the Presidential HRC and the head of the Committee for the Prevention of Torture (CPT). According to his story, the attackers will never be identified and brought to criminal liability.

Ms Pakhomenko foresees that the inquiry into the attack on Kalyapin will be eventually stopped. She believes that the decision made by the Prosecutor's Office "was a result of the Kremlin's pressure on Chechen leadership." "There is some Moscow's pressure on Grozny. In particular, there was a statement of Vladimir Putin's press secretary Dmitri Peskov that such attacks are unacceptable and should be investigated. So, what the Office has done is a visibility of activeness, but in reality the incident will never be investigated," said Varvara Pakhomenko.
