Chechen refugees face problems with registration

Chechen refugees temporarily living on the territory of Ingushetia and having IDP (internally displaced person) certificates are denied new registration. According to refugees, migration service officials explain their denial by a certain order received from Moscow. The new registration of IDPs from Chechnya began about a week ago.

Officials of the Ingush migration service say that only IDPs who agree to stay for permanent residence in Ingushetia and abandon their houses in Chechnya will be given new IDP certificates. These refugees are promised to be given land plots and subsidies to build houses (they allegedly come up to 70 thousand rubles per family). Those refugees who reject such conditions are offered to leave the territory of Ingushetia and return to Chechnya. IDPs believe this is just one of the numerous means of extruding the refugees from Ingushetia.
