Analysts list candidates for power in Chechnya without Kadyrov
The Kremlin will find a replacement for Ramzan Kadyrov as the leader of Chechnya, human rights defender Oyub Titiev believes. The redistribution of power may lead to a conflict between the groups headed by Adam Delimkhanov, Magomed Daudov, and Abuzaid Vismuradov, suggests Ruslan Kutaev, the president of the Assembly of Caucasian Nations.
On September 18, Russian presidential press secretary Dmitry Peskov refused to comment on the health state and information about hospitalization of Ramzan Kadyrov.
Chechen human rights defender Oyub Titiev believes that no shocks should be expected in the republic in connection with the loss of Ramzan Kadyrov as the leader of Chechnya. “Putin has many candidates to replace him. The system has been built by the Kremlin,” noted the human rights defender.
Although a person to replace Ramzan Kadyrov as the leader of the republic will be found, a conflict may arise within the ruling groups, suggests Ruslan Kutaev, the president of the Assembly of Caucasian Nations.
“There will be a serious problem. Because three strong teams have now been created around Ramzan Kadyrov, and each performs its own functions. One is headed by Russian State Duma member Adam Delimkhanov, and his team solves external problems. Magomed Daudov, the chair of the Chechen Parliament, is in charge for the internal situation. Abuzaid Vismuradov (also known as ‘Patriot’), the deputy chair of the Chechen government for the power bloc, controls the relationship with Ramzan Kadyrov and access to him,” explained Ruslan Kutaev.
He believes that while Ramzan Kadyrov is in charge, the above-mentioned teams are relatively equal, but when the current Chechen leader is not in power, the heads of those teams will lay claim to control the republic.
Ruslan Kutaev does not rule out that a person beyond Chechnya will be appointed the leader of the republic.
It will not be possible to convince the public that Ramzan Kadyrov is healthy if he is not able to fulfil his duties, emphasizes PR specialist Alexander Likhtman.
The “Caucasian Knot” has reported that in 2020, Ramzan Kadyrov did not appear in public from May 15 to May 26. According to a source, the leader of Chechnya was under medical supervision due to suspicion of COVID-19.
In 2009, in his interview to the newspaper “Zavtra” (Tomorrow), Ramzan Kadyrov mentioned Adam Delimkhanov as his possible successor.
