ECtHR obliges Russia to report on Musaeva's condition

Every two weeks, Russian authorities must send a report on the health condition of Zarema Musaeva to the European Court of Human Rights (ECtHR), the Court has decided.

The "Caucasian Knot" has reported that on January 20, Zarema Musaeva, the wife of Saidi Yangulbaev, a retired Russian federal judge, was forcibly taken away by Chechen law enforcers from her apartment in Nizhny Novgorod to Grozny, after which the head of Chechnya, Ramzan Kadyrov, said that the Yangulbaevs would find their place "in jail or under the ground." On February 10, the Supreme Court (SC) of Chechnya considered the defence's complaint against the arrest of Zarema Musaeva and a request to transfer her to house arrest due to her health condition; however, the SC denied the request, despite the fact that an ambulance was called to the woman the night before the court session. "I am dying quietly," Zarema Musaeva said at the session.

On February 14, the ECtHR reported that it had applied interim measures to Zarema Musaeva in accordance with Rule 39 of the ECtHR's Rules. The Court has obliged the Russian government to provide information every two weeks about Musaeva's state of health; she is kept at the Grozny SIZO (pre-trial prison), including the information about the provision of medical care to her, a list of prescriptions, medicines and examinations conducted; all this information must be supported by respective documents. The ECtHR has also requested regular reports on the measures taken to ensure Zarema Musaeva's rights and freedoms, enshrined in the European Convention on Human Rights (ECHR).
