Resident of Dagestan complains of torture after his detention

Ramazan Alibiev, accused by the Dagestani law enforcement bodies of storing a pistol and rounds, complained that law enforcers tortured him to force him to confess to a crime, the Human Rights Centre (HRC) "Memorial" reports today.

Ramazan Alibiev, a resident of the Bammatyurt village in the Khasavyurt District, disappeared at night on March 10.

On March 10, family members of Ramazan Alibiev were explained that he had been detained in connection with an administrative offense, and on March 11, relatives were informed that the man had been detained with a gas pistol and placed to a detention centre. Advocate Abdurakhman Abdulaev, invited to represent the Ramazan Alibiev's interests, drew attention to hematomas, abrasions, and signs of torture by electric current on the Ramazan Alibiev's wrists when he met his client on March 11, reported the HRC "Memorial" in its press release received today by the "Caucasian Knot".

Ramazan Alibiev told the human rights defenders that after his detention, law enforcers tied his hands and feet, then hung him by his arms, beat him, tortured him with electric current, and periodically threw him on the floor and kicked him. They demanded from him to confess that he provided assistance to a former member of an illegal armed formation (IAF) from Chechnya.

"The torture continued almost until dawn. When Ramazan Alibiev fainted, they brought him to life and continued to torture him. In the afternoon, he agreed to sign a confession," reports the HRC "Memorial" in its press release.
