Ingush activist appeals against his fine at the ECtHR

Ruslan Mutsolgov, the leader of the Ingush branch of the "Yabloko" Party, has appealed to the European Court of Human Rights (ECtHR) against the fine imposed on him for participating in a rally against the border agreement with Chechnya.

The "Caucasian Knot" has reported that on September 29, the court found Mr Mutsolgov guilty of violating the order of holding public events and fined him by 10,000 roubles.

The Supreme Court of Ingushetia has upheld the fine; however, the activist sent a complaint to the ECtHR, with reference to Alexei Glukhov, a member of the "Protest Apology" human rights project, the "Rosbalt" has reported.

The rally, the participation in which entailed the above fine, was held on September 26 in the village of Ekazhevo. "He saw a crowd of people and joined it. It was a peaceful meeting that needs no authorities' sanction. The applicant ... was at the meeting because of his involvement in the topic under discussion," the Telegram-channel of the "Protest Apology" has stated.
