For Ingush activists, participation in rally results in fines

Administrative protocols were drawn up on 22 activists, who participated in the protest rally in Magas in October, said the journalist Isabella Evloeva and the human rights defender Magomed Mutsolgov. At least three rally participants were fined.

On October 4-17, an action was held in Magas against the change of the border with Chechnya. The first days of the rally were not sanctioned; and only on October 6, the authorities of Ingushetia sanctioned the rally for the period of October 8-17. On October 17, the organizers interrupted the rally to prepare the World Congress of the Ingush People. On October 31, the organizing committee decided to complete the action ahead of schedule.

Magomed Mutsolgov, the head of the "Mashr" human rights organization, indicated that the authorities had stopped "repressive actions" only for the duration of the rally.

The court has recognized Malsag Uzhakhov, the Chairman of the Ingush Council of Teips (Clans), to be the organizer of the rally.

Also on November 7, the court ruled to fine the activist Idris Abadiev by 10,000 roubles for his participation in the unsanctioned rally on October 4-7.

Besides, Mr Mutsolgov wrote in his blog on the "Caucasian Knot" that he was fined by 10,000 roubles for participating in an unsanctioned rally.

On October 2, law enforcers searched the house of Ruslan Mutsolgov, the leader of the Ingush branch of the "Yabloko" Party, and several other activists. According to Ruslan Mutsolgov, he was given no clear answer about the reasons for the search.

    The Central District Court of Volgograd awarded prisoner Ruslan Mitrofan compensation in the amount of 1000 roubles, recognizing that the administration of a prison hospital in Volgograd violated the prisoner’s right to receive medical care by not providing him with an HIV medicine.
