Chechen rights defender Oyub Titiev is on short list of Nemtsov Award

Oyub Titiev, the head of the Grozny office of the Human Rights Centre (HRC) "Memorial", is one of the five finalists of the Boris Nemtsov Award for courage in defending democratic values in Russia.

The "Caucasian Knot" has reported that Oyub Titiev was arrested on January 11 on charges of possessing marijuana. He has been insisting that a law enforcer had planted the drug on him.

The awarding of Titiev was supported by 5.49% out of 11,150 readers of the "Novaya Gazeta", who have voted on the newspaper's website. In a month, the Board of the Boris Nemtsov Foundation will choose the winner.

The list of 40 candidates for the award also includes Maxim Lapunov, who was the first to publicly speak out about persecutions of gays in Chechnya.
