Court in Baku refuses to commute Mamed Ibragim's sentence

The Court of Appeal (CoA) has dismissed the complaint lodged by the Azerbaijani oppositionist Mamed Ibragim against court's refusal to mitigate his sentence. His advocate intends to submit an appeal against this ruling.

The "Caucasian Knot" has reported that because of serving one third of the prison term, Mamed Ibragim, an adviser to the leader of the Popular Front Party of Azerbaijan (PFPA), convicted on charges of hooliganism, asked the court to mitigate his sentence and transfer him to a colony-settlement. On November 25, the Surakhani District Court of Baku dismissed Ibragim's appeal. His defence appealed against this ruling.

Mamed Ibragim was detained on September 30, 2015, following a complaint lodged by Mikail Guliev, who claimed that Ibragim had beaten him up. Advocates stated the falsification of the case. On March 15, the court sentenced the activist to three years in prison.

According to the advocate Yalchin Imanov, the CoA relied on the negative characterization of Ibragim issued by colony bosses, who believe that he was behaving "disingenuously" in relation to other prisoners, "refuses to repent of his crime" and "deviates from work."

Imanov said that Ibragim had treated the negative attitude of colony bosses to mitigating his punishment as "biased and political."
