Resident of Kabardino-Balkaria succeeds in cancelling the procedure of issuing regular passports
Ilyas Timishev, a resident of Kabardino-Balkaria and a forced migrant from the Chechen Republic, has appealed to the court against the refusal of the Migration Service of the Kabardino-Balkarian Republic (KBR) to issue a regular passport to his daughter with a reference to the fact that she was not registered in the city of Nalchik.
At the same time, Ilyas Timishev has addressed Vladimir Lukin, Ombudsman in the Russian Federation, the "Caucasian Knot" correspondent informs.
The Russian Ombudsman has addressed the RF Supreme Court with an application to recognize illegal the point of the Russian MIA's Instruction, which forbids getting one's passport not in the place of permanent or temporary registration.
The RF MIA has cancelled the point. Now, a citizen can obtain his or her regular passport in the place of actual residence over the whole territory of the Russian Federation.
Making his comments on the situation, Ilyas Timishev has noted that "discrimination on the basis of registration manifests itself not only in obtaining one's passport and other documents, but also in employment, getting a bank credit, buying and registering a car, replacing a driver's license. Those who have no registration cannot even leave the country, because a foreign passport is issued only in case of one's residence registration."
