Russian President signs the law on land alienation in Sochi
Today, President of Russia Dmitri Medvedev has signed the Federal Law "On Making Changes in Some Legal Acts of the Russian Federation", which defines the order of alienation of land for construction of Olympic objects in Sochi. In particular, the Law stipulates a possibility not to alienate land plots from the owners for constructing Olympic objects, but to lease them for restricted usage.
The document admits establishment of easements for placement of communication and power transfer lines, pipelines and other linear structures in the period till January 1, 2014. Now, the proprietor of the land plot has no right to reject concluding an agreement on establishing an easement on construction of structures that have state or municipal value. Otherwise, the land plot can be alienated.
The decision on establishment of an easement will be made by the administration of the Krasnodar Territory or administration of the city of Sochi. Awarding of easements will be made for money, as the RIA "Novosti" writes.
Also, the Law establishes that at resettling citizens from the alienated premises, which had been provided to them under social leasing contracts, or from hostels, the "Olympstroy" Corporation shall undertake to fund the expenses of the administration of the Krasnodar Territory on resettlement, the RBC reports. Citizens will have the option to select among the provided real estate versions.
