Avturkhanov, Umar Dzhunitovich

Politician and statesman.

Umar Avturkhanov was born in Kazakhstan in 1946. Graduated from Ordzhonikidze Higher General Military Command School and from Department of Law of Kuban State University (distance education). Served in Transcaucasian Military District; later was transferred to Georgia Interior Affairs organs and served as the head of the Public Order Department of the city of Sukhumi. Starting December 1991, was the head of Nadterechny County's Temporary Council in Chechen Republic. Was elected the Mayor of Nadterechny County in April 1992. Starting 1992, was the co-chairman of the Marsho party, a member of the anti-Dudayev party bloc administration and Round Table movements, participated in organizing opposition protests against Dudayev's regime in Grozny in May and June 1993. In December 1993, was elected the chairman of the Interim Council of Chechen republic during the meeting of the Chechen opposition leaders. In January 1995, was appointed the First Deputy Governor of the federal executive power Territorial Administration for Chechen Republic. In March 1995, was elected the chairman of the Chechen National Reconciliation Committee and discharged two months later. Starting 1996, Deputy Director of the Federal Tax Police Service. Was hired by a special order by the Prime Minister Viktor Chernomyrdin. A new deputy director position - seventh - was introduced especially for Avturkhanov, without accordance with the then FTPS Director Sergey Almazov. Shortly after, was instated in major-generalship of the tax police. Was responsible for witness protection and fire prevention. Dismissed in 1999.
