A video was published in Dagestani Telegram channels in which a naked girl is photographed by a man, allegedly a local guide. Users of Dagestani Telegram channels called for both to be punished.

As "Kavkazsky Uzel" wrote, complaints from residents of the North Caucasian republics about the appearance of tourists have been discussed for many years. Back in 2021, the Dagestani authorities prepared a memo for guests of the republic, which said, in particular, that men are advised not to wear shorts. In 2023, an updated version of the memo was released, which again stated that shorts, like T-shirts, should not be worn in Dagestan. In 2024, a dress code for tourists excluding "short shorts" was also introduced in Kabardino-Balkaria.

A tourist was photographed naked on the roof of a hotel against the backdrop of the Khuchninsky waterfall; according to eyewitnesses, the photographer was a local guide. The short video was published, in particular, by the TourDom Telegram channel.

In the video, a man is filming a girl on a smartphone, who, apparently, is either completely naked or wearing a bikini - she is covered by two emoticons. Another man in shorts is standing nearby, he does not react to what is happening. The girl is shouting something inarticulately.

The Telegram channel claims that residents are outraged by the disrespect shown to the traditions of the republic by visitors. It published a poll asking readers' opinions on "what to do with naked tourists in Dagestan." 25% of voters believed that it would be enough to "fine for petty hooliganism," 23% believe that they should be "ignored - let them do what they want," 19% believe that first they need to "deal with the local photographer guide," and the minority were in favor of holding an "explanatory conversation," "eviction from the hotel," and "blacklisting in the republic."

Commentators were divided in their assessments of what happened. Some believed that the behavior of the girl and the guide should not be paid attention to. "What, is this waterfall a local sanctuary? The girl decided to do a nude session in a secluded place, and not in public - who cares?" - Yevgeniy Blokhin is interested.

"I'm so tired of these people getting offended for no apparent reason. Reminds me of the joke about a guy complaining that he could see naked women in a bathhouse, but to do this he had to climb on a closet," Oleg jokes. "So this is the roof of a hotel. A different opinion has been repeatedly expressed by a representative of the Travel Time travel agency, who believes that "the norms of decency in society must be observed, otherwise it is no longer a society, but a herd."

"There is most likely a multi-story building across the street, which is where the filming is coming from. If she was filming in the field, there would be no questions," L S noted. "As you can see, she was noticed, it is unlikely that the hotel gave permission for such filming... There is no tolerance for this kind of thing in the republic, but an article will be found," DES notes.

Commentators on the Telegram channel "Blog of Dagestan / News" reacted somewhat differently to the incident. Most of them condemned both the girl and the photographer. "Expel her from Dagestan," wrote Ted Ted. "The guide who could not say that such things cannot be done should be expelled," suggests Magomed Ashurlaev.

"Find and punish all those involved so that they know how to behave. Adults, but zero brains," P.T.M. is indignant. "We need to start apologizing not only to tourists, but also to our own people, like this guy, who are filming her," an anonymous user took the initiative. "The guide and tour organizer should be fined to the full extent, and this girl should be sent to Buinaksk for treatment," says Rinat Dulatov.

Earlier, "Kavkazsky Uzel" wrote that two men in North Ossetia beat up a shop visitor wearing shorts. The young man from Dagestan tried to justify himself by saying that his shorts were long enough. One of the participants in the beating was detained, he apologized for what happened.
