Saida, a resident of the microdistrict near the Portovskaya hospital, who is against the construction of a multi-story building, told a "Caucasian Knot" correspondent that Makhachkala experiences constant interruptions in electricity and water supply, and the construction of a multi-story building nearby will only exacerbate this problem.

"There are no park areas for people nearby. If this multi-story building is built, hundreds of additional cars will appear, where will they park them? There are no places for children to study at the school nearby?", Saida told a "Caucasian Knot" correspondent.

Uma Gadzhieva, a teacher at the Dagestan State Agrarian University, who lives near the Portovskaya hospital on Sinyavina Street, told a "Caucasian Knot" correspondent that construction work is not being carried out on the territory yet, since the developer does not have officially have building permits in hand.

In case of construction, the entire park area will disappear. At the proposed construction site there is a strategic facility - a reservoir. And if an emergency happens, will people be left without water supply?" - says Uma Gadzhieva.

She said that they want to build a house on rocky ground, and the developer is going to drive six-meter piles. "This is in the immediate vicinity of our houses. What will happen to them in this case, we are afraid to guess. It is unknown how stable they are and how they will be able to withstand such construction, so the residents decided to order the appropriate examination," she said.

Member of the "City is Ours" movement Madina Ibragimova, a resident of this microdistrict, shared her impressions of the meeting of people with the mayor of Makhachkala in her Telegram channel.

If the cassation court upholds the decision of the appellate court on the illegality of the refusal to issue a permit for the construction of a multi-story building near the Port Hospital, then the Makhachkala mayor's office has the opportunity to file a supervisory appeal to the Supreme Court of the Russian Federation, said lawyer Ali Aliyev.

"A supervisory appeal is possible only on certain grounds and is the last judicial instance for appeal. If the decision of the cassation court comes into legal force, then the courts will not be able to overturn its result," the lawyer explained.
He noted that the republican authorities can, if they wish, stop or change the project if a real threat to security and a violation of norm.
