Bastrykin was interested in teaching children in an unfinished school in Dagestan

The head of the Investigative Committee of the Russian Federation ordered to initiate a criminal case on the fact of violation of the rights of children forced to study in an unfinished school building in the village of Balakhani in Dagestan.

As "Kavkazsky Uzel" wrote, in January 2024, students of the Shamilkalinskaya school from the dilapidated building were transferred to the building of the Untsukulsky district administration. Officials solved the problem of children's education in the old building, which poses a danger to people, by transferring the children to study in the district administration. The decision to transfer the children was made after the visit to the district by the head of the republic's government, Abdulmuslim Abdulmuslimov.

The head of the Investigative Committee of the Russian Federation, Alexander Bastrykin, ordered a criminal case to be opened on the fact of violation of the rights of children from the village of Balakhani in Dagestan, who are forced to study in an unfinished school building, Interfax reports.

A social network reported on the violation of the rights of children from the village of Balakhani in Dagestan to accessible and quality education. In 2010, the building of an educational institution in the village was demolished, after which construction of a new school began. However, to date, construction work has not been completed. At the same time, a temporary permit for the use of the building was issued, which is why minors are forced to study in unsafe conditions, the Information Center of the Investigative Committee of Russia reports on its Telegram channel.

In the large village of Balakhani (population - over 2,600 people), about 400 children are forced to study in an unfinished building. Children in elementary grades are forced to study in an adapted building that is not suitable for the educational process. The villagers, who have lost hope, contacted the President's Direct Line.

“The facility has been standing unfinished for 15 years. It was designed in 2009, construction began in 2010. It has been under construction since then. "The school cost 60 million in 2010, and now it costs 600 million," Dzhavatkhan Abdullayev, the construction contractor and CEO of AGAZ LLC, reports in a video published by the Telegram channel "People's Front Dagestan" on August 19, 2025.

"The school is being used precisely as a school, while legally not being completed. It has not been commissioned. On the other hand, children are obliged to study,” said Khabib Magomedov, a representative of the regional branch of the People’s Front, in the video.

“In winter, the temperature reaches minus 25, and children have to study in their outerwear,” explains Abdulgamid Nazhmudinov, acting head of the administration of the MO “Selsovet Balakhanininsky,” pointing to cracked wooden windows in the same video.

“Kavkazsky Uzel” also reported earlier that residents of several districts of the republic demand that new school buildings be built or that dilapidated buildings in which their children are forced to study be repaired. Corresponding appeals were recorded by residents of the villages of Shinaza in the Rutulsky District and Sovetskoye in the Babayurtovsky District. The authorities of the Khasavyurtovsky District reported on the overhaul of a school in the village of Oktyabrskoye after complaints from residents.
