Sochi residents complain about problems with access to their homes

Residents of the Shaumyanovka microdistrict in the village of Dagomys in the city of Sochi complained that they have recently been unable to freely access their homes, since access has been blocked by security at the elite residential complex "Lazurny Bereg".

Residents of the Shaumyanovka-14-Yablonya microdistrict told a "Kavkazsky Uzel" correspondent on July 15 that this is not the first such case, and that the situation is becoming systemic. Some residents were forced to leave their cars on the side of the road and walk home for about a kilometer.

According to them, there are more than 30 households in the microdistrict, where about 100 people live, who were effectively cut off from the outside world. The only road to their houses, running along Prozrachnaya Street, was blocked by three barriers installed by the management company of the elite residential complex "Lazurny Bereg".

The microdistrict, located on the slopes of the Mamai Pass in the Lazarevsky District of Sochi, was formed in the late 80s - early 90s of the 20th century. The entrance to the houses is via Prozrachnaya Street, which, according to residents, includes sections of both municipal roads and territories belonging to the Sochi National Park.

Since 2012, construction of the residential complex "Lazurny Bereg" began on the site of a former tea state farm next to Shaumyanovka. Despite the fact that one of the founders of the developer company was arrested as part of a criminal investigation into fraud, construction continues. Today, the complex includes more than a thousand residential properties, from residential premises and apartments in apartment buildings to cottages and townhouses.

Since June 2025, the security of the residential complex "Lazurny Bereg" has stopped letting their cars through the road leading to their houses. Previously, travel was possible with paid passes, but now local residents, even in emergency cases, have to leave their cars on the side of the road and walk more than a kilometer.

Faced with another problem when trying to get home, residents called the police. Dagomys district inspector Aleksandr Murzin arrived at the scene, accepted the application, but, citing Federal Law No. 59-FZ, gave a period of 30 days to consider it. During this time, the road remains blocked.

“We, residents of the village of Dagomys in the city of Sochi, are deprived of the opportunity to access our homes by decision of the management company “Lazurny Bereg” and their security. Our homes have been here for decades. They only started building the residential complex in 2012. And now we have become unwanted neighbors for them,” Olga Malashinina, a resident of Shaumyanovka, told a “Caucasian Knot” correspondent.

“I am an old-timer of these places. We have lived here for 30 years. The road we used to get to our homes was built back in the USSR. It starts from Batumskoe shosse, after Mamaisky pass there is a right turn to Sergeev Pole, and left - to our street Prozrachnaya. Previously, everything was open. But now we can't get through - there are three barriers. The first checkpoint is 800 meters from the turn, the second and third - another 300 meters each. After the third barrier, there are no obstacles, the road is free. But it is now impossible to drive onto it,” Roman Ilyin, a resident of Shaumyanovka, told a “Caucasian Knot” correspondent.

At the same time, local residents note that there is actually no bypass road, it is broken.

Yunus Tsechoev, manager of the Lazurny Bereg residential complex, told a “Caucasian Knot” correspondent that “the road is in disrepair” and that the company is repairing it. He advised “to resolve issues with driving through security at the checkpoint” and ended the conversation.

Residents of Shaumyanovka provided a “Caucasian Knot” correspondent with a copy of the agreement dated May 20, 2020 between Tsechoev and the director of the Sochi National Park Pavel Khotsenko, according to which the company received the right of easement, that is, the ability to use the road. But the document does not indicate that the management company has the right restrict the passage of other road users or charge a toll for travel.

Lawyer Elena Pavlova noted in a comment to a "Caucasian Knot" correspondent that the actions of the management company violate Article 304 of the Civil Code of the Russian Federation, which prohibits the owner from obstructing the use of another person's property.

According to the public cadastral map, these areas initially had the status of agricultural lands, many local residents still have questions about the legality of issuing permits for the construction of the Lazurny Bereg residential complex by the Sochi mayor's office, especially on a landslide slope, with the possible seizure of lands of the national park, the boundaries of which are clearly violated.
