CTO regime introduced in KBR for the first time since 2021
The counterterrorist operation (CTO) regime, introduced in the territory of Nalchik and the Cherek District, was preceded by the CTO, announced on July 3, 2021, in the cities of Nalchik and Baksan. Then, law enforcers killed five suspected militants.
According to the calculations run by the "Caucasian Knot", the current CTO announced in the Kabardino-Balkarian Republic (KBR) became the first since July 3, 2021, when this regime was introduced in Nalchik and then in Baksan. Five suspected militants were then killed.
In that CTO, Khasanbi Khupsergenov, who had been convicted within the case of an attack on Nalchik in 2005 and was subjected to law enforcers' pressure, was also killed. Earlier, his complaint was communicated to the European Court of Human Rights (ECtHR), said Rustam Matsev, an advocate. On July 7, 2021, the KBR's called for an objective inquiry into the circumstances of the Nalchik CTO.
The Muftiate's call is unprecedented; it testifies to the categorical distrust of the society in the version of law enforcers and authorities in general, human rights defenders then noted.
Prior to the CTO in Nalchik and Baksan, on December 26, 2020, an armed incident involving law enforcers occurred near Nalchik. FSB officers found two armed men in the forest and demanded to surrender, but they opened fire on law enforcers and were shot dead by return fire.
