Krasnodar law enforcers acquitted in case on beating of person with disabilities

The Krasnodar Territorial Court cancelled the conviction of two former law enforcers in a case on beating Yevgeny Manchenko, a person with disabilities. The defence plans to file an appeal against the court’s decision.

The court granted the appeal filed by Vyacheslav Zyabkin and Vladimir Tatarkov, inspectors of the patrol-and-post police service (known as PPS), who were conditionally sentenced to four and three years for beating Yevgeny Manchenko. The PPS inspectors received the right to rehabilitation for “illegal criminal prosecution,” the “Team Against Torture” (TaT)* reported in its Telegram channel.

In March 2019, two police inspectors beat Yevgeny Manchenko, who was trying to climb over the fence into the yard of his house, because he had lost his keys. The policemen ran up to him, started pulling him off the fence, and hit him on his leg with a truncheon. When Yevgeny fell to the ground, the police inspectors continued to beat him, the mother of the victim said. After hospitalization, the doctor diagnosed Yevgeny with a broken leg. According to the mother of the victim, her 23-year-old son has developmental disabilities.

Lawyer Sergey Romanov, who defends the interests of Yevgeny Manchenko, has emphasized that he does not agree with the decision pronounced by the Krasnodar Territorial Court and will file an appeal against it. “Law enforcers are acquitted for malfeasance 25 times more often than other residents of Russia,” Sergey Romanov is quoted as saying.

The court’s decision has come as a surprise, since all experts confirm that such a fracture may occur as a result of a blow with a baton or a bat, says Snezhana Manchenko, the mother of the victim.

*The “Team against Torture” (formerly the “Committee against Torture” – CaT) was created by the lawyers who had earlier worked for the CaT, which was included into the register of the NCOs performing the functions of foreign agents.
