Krasnodar activist complain about custody conditions in IVSs

At the Krasnodar temporary detention centres (known as IVSs), detainees are deprived of walks and telephone communication with relatives due to them by the law; it is cold in the cells; they have no hot water and are poorly lighted, Alipat Sultanbegova, an activist, has complained.

The "Caucasian Knot" has reported that on February 25, the Leninsky District Court of Krasnodar arrested Alipat Sultanbegova for 20 days; she was detained in Krasnodar during a protest against the special operation in Ukraine. On March 18, she was again detained at the exit from home because of her posts in social networks, one of which, as law enforcers assert, discredited the Russian Armed Forces, and the other incited hatred towards law enforcers.

Alipat Sultanbegova said that over the past month (March), she was serving two administrative arrests with a short break. "For the first time, I served 20 days at an IVS [...] For the first three days, I was deprived of daily phone calls and walks that are due to administrative detainees by the law," she told the "Caucasian Knot" correspondent.

She served her second term of 10 days at another IVS. "The conditions there, probably, had not changed since Soviet times: very narrow cells; the toilet without a door; no hot water, dim light and, most importantly, an almost complete absence of heating. When we asked why it was so cold in the cells, they answered that it was also cold outside," Ms Sultanbegova said, adding that on her behalf, her friends filed complaints with the Public Oversight Commission (POC) and the Prosecutor's Office.
