ECtHR awards compensation for torture

The European Court of Human Rights (ECtHR) obliged the Russian authorities to pay 26,000 euros to Murad Ragimov and 26,000 euros to his father Firuddin Ragimov, both natives of Dagestan, for violation of the ban on torture and the right to immunity. On August 30, 2016, law enforcers detained Murad Ragimov in Moscow on suspicion of involvement in militant formations in Syria and in an attack on the police in Dagestan. When law enforcers found that Ragimov could not travel abroad because he did not have a foreign passport, they searched his apartment and reported that they had found drugs. Murad and his father Firuddin were severely beaten by law enforcers right in the apartment, Murad Ragimov’s sister Gyunai said.

In January 2017, it was reported that forensic experts found signs of torture on the body of Firuddin Ragimov, and in February 2017, human rights defenders stated that the Investigating Committee of the Russian Federation (ICRF) had refused to investigate the torture of the Ragimovs father and son. On November 16, 2018, a complaint about the torture of the Ragimovs father and son was filed to the European Court of Human Rights.
