"International Memorial"* asks to suspend liquidation
An application with a request to suspend the liquidation procedure of the "International Memorial"* was sent to the Appellate Board of the Russian Supreme Court (SC) by the organization's lawyers. They refer to the decision of the European Court of Human Rights (ECtHR), which has decided to apply interim measures to the organization until the consideration by the ECtHR of the complaint against the law on foreign agents.
The "Caucasian Knot" has reported that on December 28, 2021, the Supreme Court (SC) of Russia decided to liquidate the "International Memorial"* and its regional branches; and on the following day the Moscow City Court (MCC) ruled to liquidate the Human Rights Centre (HRC) "Memorial"*. The ECtHR has indicated that the enforcement of these judgments should be deferred pending the ECtHR's decision on the complaint sent by Russian non-governmental organizations (NGOs) against the law on foreign agents.
The lawyers of the "International Memorial"* have sent an application to the SC's Appellate Board with a request to suspend the liquidation procedure in connection with the ECtHR's decision of December 29, 2021, on the application of interim measures. According to the ECtHR's decision, Russia should suspend the liquidation until the ECtHR's decides on the complaint of Russian NGOs against the law on foreign agents, since it was for the violation of this law that the GPO had demanded to liquidate the "International Memorial"*; and the SC fully satisfied the lawsuit, the "International Memorial"* reported on February 4.
* The organization is included by the Russian Ministry of Justice (MoJ) in the “Register of non-profit organizations performing the functions of a foreign agent”.
