Akhmed Khupsergenov requests police to investigate killing of his brother
Relatives of Khasanbi Khupsirgenov, who was killed during a special operation in Kabardino-Balkaria, requested the police to investigate the circumstances of his death after they had discovered signs of torture on his body, human rights defenders said.
The “Caucasian Knot” has reported that on July 3, law enforcers carried out a counterterrorist operation (CTO) in Nalchik and Baksan, as a result of which five suspected militants were declared killed. Journalist Nadezhda Kevorkova reported that all five killed suspects, including Khasanbi Khupsirgenov, Anzor Barazov, Arsen Mendokhov, Mamaz Chikhradze, and Khasan Shogenov, had been kidnapped before the special operation.
On July 9, Akhmed Khupsergenov, a brother of Khasanbi Khupsirgenov (Akhmed Khupsergenov and Khasanbi Khupsirgenov are blood brothers, but their surnames are spelled differently in official documents, – note of the “Caucasian Knot”), filed a complaint to the Investigating Department for Kabardino-Balkaria of the Investigating Committee of the Russian Federation (ICRF) with a request to investigate the killing of his brother Khasanbi.
The Khasanbi Khupsirgenov’s relatives claimed that they saw signs of beatings and torture with electric current on the body of their killed family member, and they reported their finding to the Human Rights Centre (HRC) “Memorial”*. The relatives of Khasanbi Khupsirgenov also deny his involvement in any illegal armed formations (IAFs), the “Memorial”* reports on its website today.
* The organization is included by the Russian Ministry of Justice (MoJ) in the “Register of non-profit organizations performing the functions of a foreign agent”.
