ECtHR obliges Russia to pay over 40,000 euros to Grozny resident

The European Court of Human Rights (ECtHR) has awarded compensation to a resident of Grozny, Rizvan Abdulkhanov, who became disabled due to the wounds received during law enforcers’ special operation.

The "Caucasian Knot" has reported that in February 2014, the ECtHR communicated the complaint of Rizvan Abdulkhanov, who became disabled due to the wounds received during a special operation conducted on December 5, 2006, and was convicted, in particular, for armed resistance during detention. Abdulkhanov himself claimed that he rendered no resistance to law enforcers.

On July 6, 2021, the ECtHR ruled on Rizvan Abdulkhanov’s complaint finding violations of Articles 2 and 3 (the right to life and prohibition of torture) of the European Convention on Human Rights (ECHR) against him, and awarded Rizvan with compensation in the amount of 40,200 euros.

Let us remind you that investigators had claimed that during detention Abdulkhanov rendered fierce resistance and was seriously wounded during the shootout. Abdulkhanov himself told human rights defenders that there was no shootout, while policemen fired at him near the gate of his house, after which he was taken to intensive care unit with six gunshot wounds. According to Rizvan’s wife, in the morning after the special operation, policemen found a package, which, according to their version, contained ammunition and military uniform.
