Criminal case on torturing detainees by power agents is investigated in Kabardino-Balkaria
Anzor Emkuzhev, investigator of the prosecutor's office of the city of Nalchik, Kabardino-Balkaria, has informed the correspondent of the "Caucasian Knot" that the criminal case initiated against the members of the Republic's Administration for Fighting Organized Crime (Centre "T") under the Article "Excess of service duties with use of violence and special means" is at the stage of preliminary investigation.
On September 27, 2006, two young men - Radzh Bulatov and Magomed Dambegov - were detained in the town of Prokhladny and accused of illegal arms possession. After detainment, Bulatov and Dambegov were beaten and tortured with electric shock, on which fact a conclusion of forensic medical examination was drawn up.
