Lawyers treat Kadyrov's threats to burn down cars as call to crime

Ramzan Kadyrov, who has publicly threatened drivers to burn down their cars for disrespectful attitude towards law enforcers, is encouraging the commission of criminal offenses, the lawyers interviewed by the "Caucasian Knot" believe.

The "Caucasian Knot" has reported that the head of Chechnya, Ramzan Kadyrov, in his talk with Magomed Daudov, Speaker of the Chechen Parliament, threatened to confiscate and burn down the cars of those who disrespect police officers.

The General Prosecutor's Office (GPO) or the Investigating Committee of the Russian Federation (ICRF) are obliged to start checking Ramzan Kadyrov's words, Alexander Karavaev, a lawyer, is sure.

In his opinion, Kadyrov is actually encouraging the commission of criminal offenses, which fall under Article 167 of the Criminal Code of the Russian Federation "deliberate destruction of or damage to one's property."

"If after Kadyrov's words, law enforcers commit such an act, it will mean that he had actually encouraged illegal actions," the lawyer said, adding that there is no formal responsibility for public threats to commit such a criminal offense. "The responsibility issue will arise when someone commits this crime based on the words of the head of Chechnya. But even in this case it will be difficult to achieve something, since Russian laws do not work in Chechnya," he has stressed.
