People in Chechnya are dissatisfied with delay of jury introduction

Chechnya residents think that the decision adopted by the State Duma to postpone introduction of the institute of juries by three years in the Republic is an infringement of their rights.

Many citizens of the Chechen Republic are extremely negative towards the decision of the Russian State Duma on postponement till 2010 of introduction in the Republic of the trial by juries. In the opinion of the people, it actually means that the federal leadership would not consider the Republic to be a full-fledged subject of the Federation.

"Chechnya residents are still perceived as bandits, terrorists, killers and robbers who deserve the whip policy only," Ziyavdi Manomadov, 52, a former worker of USSR law enforcement bodies and now a resident of Grozny, considers.

It was supposed earlier that trial by juries will start working in the territory of Chechnya from January 2007, but yesterday, the Russian State Duma deferred the introduction of this institute in the Republic till 2010. Some Russian human rights activists think that the postponement decision in relation to introduction of juries in Chechnya is explained by the fact that Russian authorities do not want to address the problem of a complete cancellation of death penalty in Russia.
