Chechen law enforcers continue mass warning conversations with detainees

A new "warning conversation" with people detained for driving cars in a state of alcoholic intoxication, for using of narcotic and psychotropic substances, and "for other illegal actions" was arranged by Rustam Aguev, the chief of the Department for the Kurchaloi District of the Ministry of Internal Affairs (MIA).

"During the conversation, Rustam Aguev noted that such behaviour was not worthy of Muslims and Chechens. According to the police chief, first of all, by their unworthy behaviour, people insult their relatives and friends," the news agency "Grozny-Inform" reported on February 4.

On the same day, a video of the conversation was posted on the YouTube channel of the news agency. The video shows nine young people standing along the wall of the police office with their heads down. A police senior lieutenant is sitting at a table and talking to them.

The practice of public condemnation is humiliating, notes Akhmad, a resident of Grozny. "However, it has already become a widespread phenomenon and routine at our place. If a person is guilty of something, there is a law, so bring him to justice. Or let his relatives influence him. But do not [expose him to public condemnation], it is a humiliation of human dignity," Akhmad told the "Caucasian Knot" correspondent.
