Kadyrov's retinue tunes up to style of his statements
Alikhan Tsakaev, the police boss of the city of Argun, will not be punished for his statement about law enforcers' illegal methods, Dmitry Dovgiy, a lawyer, and Gennady Gudkov, a retired FSB colonel, believe.
The "Caucasian Knot" has reported that Kadyrov's threats to social network users were followed by a joyfully designed post by the above Alikhan Tsakaev on the Instagram, promoting the violent methods, which, in the opinion of the Argun police boss, can easily achieve the people's desired behaviour. "Scientists have proved that a pistol safety-stop click replaces 40 minutes of educational conversation, while a bullet hitting the leg is an almost 100% guarantee of a person's changing his views on life," Tsakaev wrote on November 14. The post was accompanied by laughing emojis.
On November 4, at his meeting with the Chechen government, Ramzan Kadyrov demanded to identify authors of negative materials about the republic and social network users commenting on them. In his speech, Ramzan Kadyrov attacked those who "violated the agreement between people, being engaged in gossip and contentions." The leader of Chechnya suggested stopping such people "by killing, imprisoning, and intimidating them," the BBC Russian Service quoted on November 7 on its website Ramzan Kadyrov as saying.
The Tsakaev's post on the efficiency of a "pistol safety-stop click" and a "bullet in the leg" as a method of affecting the attitudes and behaviour is contrary to the Russian legislation; thus, in any other Russian region he could be punished, Dmitry Dovgiy, a Moscow lawyer, a former head of the chief investigating department of the Investigating Committee under the Russian Prosecutor's Office, is sure.
However, Mr Dovgiy believes that Ramzan Kadyrov's retinue perceives his harsh words as a model to follow.
The fact that Tsakaev's words contain an element of threat, but the Chechen law enforcer will not be punished, is supported by Gennady Gudkov, a former State Duma MP and a retired FSB colonel.
He also believes that people around Kadyrov will continue imitating the head of Chechnya and make similar statements. "The Kadyrov's criminal statements that are contrary to the Constitution deserve opening a criminal case and removal from office, but we see that the Kremlin pays no attention to them. And why shouldn't Kadyrov's subordinates act like him? They see that Kadyrov is forgiven everything, and place posts in his style. They imitate Kadyrov and can even turn from words to action," Mr Gudkov has emphasized.
