Residents of Dagestani village refuse to pay for electricity

On April 26, at a meeting with the head of the Untsukul District, residents of the Irganai village said that they would not pay for electricity until they received compensation for the land flooded during the construction of a hydroelectric power plant (HPP).

The "Caucasian Knot" has reported that the construction of the Irganai HPP was started in the 1980s and ended in 2008. After its commissioning, the gardens of local residents with the harvest, houses and farmland went under water. Residents of the villages in the flood zone had repeatedly held protest actions with the demand of compensation.

On April 26, the Untsukul District administration held a meeting, led by Isa Nurmagomedov, the head of the Untsukul District of Dagestan, and attended by heads of rural settlements. The meeting raised the issue of paying off the debts and paying for the consumed electricity. The heads of the settlements of Untsukul, Arakani, Maidanskoe, and Irganai were invited to attend the meeting.

At the meeting, delegates of the Irganai village stated that their gardens, the main source of their family budgets, have been flooded for more than 10 years, and no compensation for lost profits has been paid.

"In that regard, it has been unanimously decided not to allow the installation of metering devices and not to pay for electricity until the actions of the Constitution and the laws of the Russian Federation are restored with respect to migrants," the "Chernovik" (Draft) quoted on April 26 the press service of the Irganai village administration as reporting the outcome of the meeting.
