Refusal to sanction rally in Gasanguseinovs' support found illegal

The court has obliged the Ministry of Justice (MoJ) of Dagestan to reconsider the notification about a rally in support of the parents of the murdered Gasanguseinov brothers scheduled in Makhachkala. Representative of the Gasanguseinov family said the rally would have to be rescheduled for a later date.

The "Caucasian Knot" has reported that the Dagestani MoJ refused to sanction a rally in support of the parents of the murdered Nabi and Gasangusein Gasanguseinov, scheduled for October 14 in Central Square of Makhachkala. The MoJ's refusal was appealed in court.

On August 23, 2016, the 17-year-old Nabi and the 19-year-old Gasangusein Gasanguseinov, residents of the village of Goor-Khindakh, were shot dead in the Shamil District. Law enforcers then declared the murdered brothers to be militants, saying that the young people had opened fire on them from Kalashnikov submachine guns. The Gasanguseinovs' fellow villagers demanded to punish those responsible for their murder, asserting that the guys were shepherds and had nothing to do with militants.

Starting from September 24, the father and mother of Gasanguseinov brothers have been holding pickets in Makhachkala.

Marat Ismailov, an activist, has reported today about the decision of the Leninsky District Court.

"The judge ... has stated that the refusal to sanction ... the rally 'For an efficient investigation into the murder of Nabi and Gasangusein Gasanguseinov brothers' was illegitimate ... and obliged the MoJ to reconsider the notification prior to the rally, that is, before October 14," Mr Ismailov wrote in his Facebook page at 11:41 a.m.

By its decision, the court in fact allowed the rally, said Djambulat Gasanov, a representative of the Gasanguseinov family.

"In any case, the court judgement makes a precedent; and it is possible to hold a rally in Central Square of Makhachkala ... Unfortunately, we'll not have time enough to get properly prepared," the "Youth of Dagestan" quotes Mr Gasanov as saying.

He added that they will have to reschedule the rally for a later date.
