New appointment in National Guard of Russia reminds of shortage of personnel in Chechnya

Ramzan Edilov, a fellow villager of Chechen leader Ramzan Kadyrov, has been appointed the head of the department for private security of the National Guard of Russia in Chechnya, the "Caucasian Knot" correspondent was informed by an official of the National Guard of Russia on August 30.

The "Caucasian Knot" has reported that yet in 2016, political analysts claimed Ramzan Kadyrov trusted a limited number of people. According to the political analysts, that leads to problems with personnel and alternative sources of information.

According to the information posted on the website of the National Guard of Russia in Chechnya, Ramzan Edilov was born in the village of Tsentaroi on September 1, 1971. He has been working in the law enforcement bodies of Chechnya since 2004. He has got two higher educations.

Tsentaroy (Khosi-Yurt) is the village of Ramzan Kadyrov's ancestors.

The appointment of Chechen leader's relatives, teip (clan) members, and fellow villagers for various positions in the law enforcement bodies of the Chechen Republic has become a tradition, local residents told the "Caucasian Knot" correspondent.

"The same people from the circle of Ramzan Kadyrov's relatives and fellow villagers replace each other in different positions. That is such a closed system, and it's almost impossible for people from outside to get into it. Only people personally devoted to Ramzan Kadyrov are everywhere. Any personal or professional qualities have no special significance there," believes Adlan, a resident of Chechnya.

According to the calculations run by the BBC Russian Service, out of 158 top-ranking officials in Chechnya, 30% are Ramzan Kadyrov's relatives, 23% are his fellow villagers, and other 12% are friends of the Chechen leader and their relatives.
