Damnation of young militant's father reminds collective responsibility in Chechnya

The principle of collective responsibility, which is used by law enforcers in Chechnya in the fight against militants, is inefficient. This is written by the "Novaya Gazeta" in the comment on the damnation of the father of Magomed Musaev, a young man killed during the attack on policemen on August 20.

The "Caucasian Knot" has reported that five militants were killed; and the "Islamic State" (IS), a terrorist organization, banned in Russia by the court, claimed responsibility for the attacks.

Law enforcers believe that the 18-year-old Magomed Musaev was the organizer of the terror act. His father, Ramzan Musaev, speaking on air of the local TV "damned his son and those who took the path of terror."

"It is absolutely clear that the video was recorded for one purpose only – to report to the head of Chechnya, Ramzan Kadyrov," the "Novaya Gazeta" writes.

During the last few years, the struggle against the armed underground in Chechnya was conducted with extremely harsh methods. In December 2017, after the attack on Grozny, Ramzan Kadyrov stated that militants' relatives would be expelled from the republic, and their houses – demolished.

"Such approaches worked, while the republic had a 'classical' forest-based underground ... But under the influence of events in the Middle East, forms of terrorism changed greatly throughout the world, including Northern Caucasus and Chechnya," the author notes.

In the author's opinion, individual and unpredictable attacks "can not be prevented without the help of the family or encirclement of a potential terrorist."

Chechen teenagers heard the calls of the IS and improved the tactics of attacks, Orientalists had noted earlier.
