Militants' attack in Chechnya occasions law enforcers to press youth

The series of attacks in Chechnya will be followed by a tough reaction of the authorities; and law enforcers make use of methods against young people that they practice against adults, rights defenders assert.

The "Caucasian Knot" has reported that on August 20, a series of attacks were committed against law enforcers in Chechnya. Four attackers were killed; the fifth one later died in hospital.

The oldest of the attackers is 18 years old, the rest of them are from 11 to 17. In 2017, the "Caucasian Knot" noted that youngsters join the armed underground in Chechnya.

Attacks on policemen were provoked by unfair law enforcers' methods applied to residents of the republic, Svetlana Gannushkina, the chair of the Civil Assistance Committee, believes.

She is sure that the head of the republic, Ramzan Kadyrov, will not offer law enforcers to reduce the use of punitive measures.

After the August 20 attacks, it was decided to intensify the preventive work with adolescents in the "risk group", said Kheda Saratova, a member of the Human Rights Council under the head of Chechnya.

The situation in Chechnya contributes to the emergence of new militant cells with the participation of adolescents, said Alexander Cherkasov, the board chairman of the Human Rights Centre (HRC) "Memorial".

Young people in Chechnya are interested in the ideology of the "Islamic State" (IS), a terrorist organization, banned in Russia by the court, because of the plight in their families, discontent with the arbitrary rule and the imposition of religious dogmas, experts said.
