Arthur Khamkhoev's mother turns to head of Investigative Committee for help

Aza Khamkhoeva, a resident of the Ingush village of Yandare, has appealed to Alexander Bastrykin, the head of the Investigating Committee of the Russian Federation (ICRF), with a demand to investigate the torture that had been applied to her son.

The "Caucasian Knot" has reported that Albert Khamkhoev, a resident of Ingushetia, was detained and accused of illegal arms circulation after the militants' attack on the DPS (road-and-patrol service) post in Yandare committed on November 5, 2017. Khamkhoev was tortured after detention, but refused to admit his guilt.

Aza Khamkhoeva said she had repeatedly tried to obtain an appointment with Alexander Bastrykin, the ICRF head, aiming to ask him one question: why is the criminal case of using torture against her son Albert Khamkhoev not properly investigated? In despair of achieving a personal appointment, on July 19, Aza sent a letter to Bastrykin, describing in detail everything that happened to her son over the past year.

"Investigators know who had detained my son; who and where delivered him; where he was kept; and who took him from there and where," says the letter (a copy is available at the "Caucasian Knot") addressed to Alexander Bastrykin.

Aza Khamkhoeva has added that at confrontation, her son identified the person who had been present in their house during the search and who had tortured him.

She named the person recognized by her son, adding that this agent was placed under recognizance not to leave. However, over six months after the criminal case was opened, the investigation has not progressed by a single step.

"I suspect that they intend to 'soft-pedal' this criminal case, and, thus, withdraw the agent from punishment. The man who tortured my son was not removed from work; and, who knows, maybe he is now torturing other guys," Aza Khamkhoeva wrote.
