Resident of Chechnya complains to ECtHR against law enforcers

A resident of the Vedeno District in Chechnya, who got disabilities after a wound in 2016, demanded to recognize a violation of his rights to life and effective legal protection. Soldiers, who took the civilian for a militant, were not brought to justice, the Human Rights Centre (HRC) "Memorial" reports.

The "Caucasian Knot" has reported that on May 31, 2016, near the village of Dutz-Khutor in the Vedeno District of Chechnya, soldiers took a group of local hunters for militants and shelled them from submachine guns. Kuri Shirvaniev, a 47-year-old local resident, was severely wounded and taken to a military hospital in Grozny. According to experts interviewed by the "Caucasian Knot", the man has the right to demand compensation from the Ministry of Internal Affairs (MIA).

In a complaint to the European Court of Human Rights (ECtHR) prepared by a lawyer from the HRC "Memorial", Kuri Shirvaniev, a resident of the village of Selmentauzen in the Vedeno District complains about the violation of Article 2 (the right to life) and Article 13 (the right to an effective remedy) of the Convention for the Protection of Human Rights and Fundamental Freedoms.

After a gunshot wound to his abdomen, Kuri Shirvaniev underwent more than six surgeries on his intestines, and in February 2017, he was recognized Category II Invalid. A forensic expert qualified the Kuri Shirvaniev's injuries as grievous bodily harm.
