Law enforcers say suspects killed in Dagestan are members of terrorist sleeper cell

People killed by law enforcers during a special operation conducted in the Derbent District were members of a spontaneously created "sleeper cell" of a terrorist organization, reported the First Deputy Minister of Internal Affairs for Dagestan.

The "Caucasian Knot" has reported that on April 21-24, the counterterrorist operation (CTO) legal regime was introduced in the Derbent District, during which 11 suspected militants were killed. According to the National Antiterrorist Committee (NAC), two of the killed suspects were plotting terror acts to be committed on the May holidays. The FSB declared all the killed suspects the members of the terrorist organization "Islamic State" (IS) banned in Russia.

On April 27, Sergey Karpov, First Deputy Minister of Internal Affairs for Dagestan, reported that the militants killed in the Derbent District were members of a "sleeper cell" of the international terrorist organization.

"Such units are formed spontaneously, and their members do not dare to take any actions until a leader appears in a unit. In this case, there was a similar situation. A native of Dagestan, who came from the northern region of Russia, pushed the others, now liquidated militants, to plotting terror acts to be committed on the May holidays," stated Sergey Karpov as quoted by the TASS.

The court ruling, which awarded Madin Gubzhokov compensation of 30,000 roubles for unlawful criminal prosecution, is incomparable with the moral harm caused by the actions of Azamat Kyaov, a former law enforcer.
