ECtHR asks Russian authorities about two persons missing in Chechnya

The European Court of Human Rights (ECtHR) has asked Russia to investigate the disappearance of Khusein Badurgov and Khadizhat Elimkhanova in Chechnya in 2012 and 2013, the Committee against Torture (CAT) has stated today.

The "Caucasian Knot" has reported referring to relatives that the 20-year-old Khadizhat Elimkhanova was abducted by two men on July 6, 2013, in the town of Mayakovsky. In 2014, her mother complained to the prosecutor's office about the investigators' inaction. Khusein Badurgov, a 25-year-old resident of Chechnya, disappeared in Grozny under obscure circumstances on July 10, 2012. The complaint on his case was filed with the ECtHR in 2016.

A notification of the ECtHR about the communication on the complaints concerning the disappearances of Khusein Badurgov and Khadizhat Elimkhanova was received by lawyers today. The ECtHR asked the Russian Federation whether the authorities conducted an efficient investigation into these cases, says the CAT's release received by the "Caucasian Knot".

According to rights defenders, the whereabouts of Khusein Badurgov and Khadizhat Elimkhanova have not yet been established; and the investigation of criminal cases on their disappearances has been repeatedly suspended.
