Resident of Ingushetia complains of torture after his detention

Ruslan Ugurchiev, a resident of Ingushetia, accused of illegal storage of arms and ammunition, has complained of torture aimed to obtain his confession, the Human Rights Centre (HRC) "Memorial" reported.

According to rights defenders, 37-year-old Ruslan Ugurchiev appealed to the HRC on December 19.

"Ruslan Ugurchiev was detained in Nazran on February 19. Armed law enforcers in masks broke into his house. They refused to introduce themselves or produce their IDs," the website of the HRC "Memorial" reports.

According to the rights defenders, during the search, the law enforcers pulled a pistol from under a child's pillow. The law enforcers took Ruslan Ugurchiev and his eldest son away with them.

"The law enforcers demanded from Ruslan Ugurchiev to confess to the possession of a pistol and a rucksack. He was threatened and beaten, but he refused," the HRC's report states.

Besides, Ruslan Ugurchiev was "threatened with sexual violence and tortured with electric current."

According to the HRC "Memorial", Ruslan Ugurchiev was repeatedly refused in institution of a criminal case of torture. On August 19, the court replaced the pre-trial restriction measure to him with recognizance not to leave.
