Residents of Achkhoi-Martan District report secret introduction of curfew

All the males of the Achkhoi-Martan District should be at home after 11:00 p.m. All those found in the streets after the deadline will be detained in accordance with local officials' order, residents of the district report. These measures have been introduced without disclosing the reasons; there was no official confirmation of restrictions on people's travel, or introduction of a special legal regime in the district.

The restrictive measures are enforced since November 13. Law enforcers were instructed to detain all the males, except for elderly ones, who would be out of homes late in the evening. Policemen will detain men in order to establish their identity, the type of activity and the reasons why they are away from home. The same measures will be also applied to owners of personal automobiles.

Ruslan, a resident of the village of Achkhoi-Martan, has explained that the decision was announced by one of the deputy heads of the district administration. He added that law enforcers do not consider such restrictions as a "curfew".

"Participants of the sitting were explained that this is not a curfew; but adult males have nothing to look for outdoors at such late hours. They'd better sit at home," he has clarified.
