Siluanov tells about special funding of Chechnya

The financial help is allocated to Chechnya under a special scheme, which is not applied to other Russian regions, namely: the Ministry of Finance (MoF) allots subsidies to the republic based on the expenditures of its budget, said Anton Siluanov, the Russia's Finance Minister.

The "Caucasian Knot" has reported that on November 1, 2016, Ramzan Kadyrov sharply criticized the MoF's proposal to cut the 2017 Chechnya's budget. In particular, he treated the Chechnya's budget model offered by the MoF as "unacceptable". At the end of 2016, the Kremlin refused to cut back the subsidies to Chechnya.

Today, Mr Siluanov told about an agreement reached with Ramzan Kadyrov on allocation of federal subsidies to the ChechenRepublic. The head of the MoF explained that the allocation of subsidies to Chechnya is calculated, unlike to other regions of the country, "according to the expenditures" of the republic's budget.

"We look at how objective and reliable these figures are; then we check the revenue base of the republic's budget; and allocate additional funds to cover the balance. We have agreed to reduce this part of the aid each year," Anton Siluanov has explained.

According to his story, in autumn of 2016 the MoF proposed to cut subsidies to Chechnya by the same percentage as for the other federation subjects, but Ramzan Kadyrov saw an "injustice towards his republic" in it. Then, Siluanov's personal meeting with Kadyrov took place, during which a "mutually acceptable solution" was found.
