Khasan Katsiev, who complains about torture, rejected re-classification of his beating case
The case of infliction of moderate harm to health of Khasan Katsiev, a former employee of the Ingush Department for Combating Economic Crimes (known as UBEP), who complained about torture, was brought from the police to the Investigating Committee of the Russian Federation (ICRF). This was told to the "Caucasian Knot" correspondent by Magomed Katsiev, the father of the victim, on April 14.
The "Caucasian Knot" has reported that Khasan Katsiev, a former employee of the UBEP in Ingushetia, complained that in February 2014, two days before his dismissal from the police, he was tortured by law enforcers.
"The Prosecutor's Office of the city of Magas has investigated the materials of the criminal case and found out that no preliminary investigation into the criminal case had been carried out properly," reports the resolution signed by R. Kh. Nalgiev, Deputy Prosecutor of the city of Magas.
"Taking into account that the term of the inquiry has expired in that criminal case and the case needs a significant amount of investigative and operative-investigative actions, the Magas Prosecutor's Office has transferred the criminal case to the Investigating Committee Department for Nazran for further investigation," announces the resolution.
Magomed Katsiev has also said that his son filed a motion to the ICRF with a request to re-classify the criminal case on the deliberate infliction of moderate harm to his health to more serious articles on kidnapping of a person and on exceeding of official authority with causing grave consequences.
However, according to Magomed Katsiev, on April 13, his son's motion was dismissed.
