Kremlin refuses to reduce subsidies to Chechnya

In 2017, the federal donations to Chechnya will remain practically at the current year's level; it follows from the government's amendments to the second reading of the budget. These amendments were approved on December 2 by the State Duma profile committee.

The "Caucasian Knot" has reported that on October 31, the head of Chechnya, Ramzan Kadyrov, said that his republic was not happy with the plans of the Russia's Ministry of Finance (MoF) to cut the region's budget. According to his version, in this case, Chechnya would not be able to advance.

In 2017, according to the amendments, approved by the above State Duma Committee, Chechnya will be a recipient of one of the largest federal donations of 2017: the funding of Chechnya (apart from various subsidies and subventions, due to it along with other regions) will make 40.4 billion roubles, while in 2016, Chechnya had planned to receive about 41 billion roubles, the RBC reports.

As stated by Natalia Zubarevich, Director of the regional programme of the Independent Institute for Social Policy (IISP), three years ago, Chechnya had experienced a cut in subsidies by over 10 billion roubles. According to her story, in 2016, the volume of transfers to Chechnya has increased against a decline in the majority of Russian regions. The support of Chechnya "is not reduced for political reasons, even at the deficit of the federal budget," say the authors of the report "Region's Budgets in the First Half of 2016", posted on the website of the IISP.
